President Gustavo Petro proposed converting Santa Marta, Riohacha and Barranquilla into Bitcoin mining hubs powered by Colombia’s renewable energy and called for talks with the Wayúu community to enable local participation. He announced the idea in a post on X on Tuesday.
In the post, Petro pointed to Venezuela and Paraguay as nearby examples where abundant clean energy has attracted investment in local bitcoin mining. “This could be the case for Santa Marta, Riohacha, and Barranquilla,” he wrote. “It's an immense boost to the development of the Caribbean.”
Petro highlighted Colombia's existing renewable capacity when discussing the proposal. The national grid operator, XM, reported 21,286.9 megawatts of renewable energy capacity at the end of 2025, a figure Petro cited as potential supply for power-intensive mining operations.
Bitcoin mining requires large arrays of specialized computers to validate transactions, a process that consumes significant electricity. Regions with large or surplus renewable generation can attract mining firms seeking stable, lower-carbon power supplies, investment and local economic activity.
Petro did not provide a detailed timeline, regulatory framework or investment plan for the hubs. Any project would involve engagement with local authorities, energy planners and community leaders to assess grid impact, land use and benefit-sharing with affected populations, including the Wayúu.
Governments and communities that consider hosting miners typically weigh potential job creation and infrastructure investment against concerns over grid stability and environmental effects. Some jurisdictions favor projects that use renewable energy to meet mining demand.
