U.S. House Schedules Combined Vote on GENIUS and CLARITY Bills
The U.S. House plans a procedural vote to move both the Senate-passed GENIUS stablecoin bill and the CLARITY digital-asset framework forward in one combined action.
House Republicans will seek approval in a single vote to send the GENIUS Act to the president's desk and advance the CLARITY Act to a full floor vote. The combined vote is scheduled for the week of July 7 on the House floor in Washington.
Bills Target Different Aspects of Crypto Regulation
The GENIUS Act establishes federal guardrails for stablecoin issuers and cleared the Senate on June 17 by a 51–23 vote. Following the approval, Trump called on the House to act “LIGHTNING FAST,” urging lawmakers to pass it without delays or additional provisions.
The CLARITY Act defines how digital assets fall under securities or commodities jurisdiction and has already passed the House Financial Services Committee. Led by Majority Whip Tom Emmer, Republicans intend to leverage a single “motion to consider” that bundles both pieces of legislation.
Strategic Bundling to Prevent Delays
Pairing the two bills under one procedural hurdle circumvents multiple floor debates and potential amendments. Proponents argue that aligning the bills ensures a coherent regulatory framework and prevents the standalone stablecoin bill from stalling.
Critics caution that bundling could jeopardize the simpler stablecoin provisions if disagreements over broader market rules arise. Without congressional action, regulators, including the SEC, indicated they will issue rules unilaterally.
