Trump EOs on quantum security may boost Bitcoin defenses

President Trump signed two executive orders to speed U.S. quantum computing and require post-quantum cryptography, measures experts say could spur quantum-secure blockchain research and help protect Bitcoin.

President Donald Trump on Monday signed two executive orders directing federal funds, procurement rules and timelines to accelerate U.S. quantum computing capabilities and the adoption of post-quantum cryptography (PQC). The orders are EO 14409 on securing federal systems against advanced cryptographic attacks and EO 14411 on advancing quantum innovation.

The orders set specific deadlines, including a goal to field quantum sensors by September 2028 and to complete migration to PQC for federal high-value assets and high-impact systems by the end of 2031. The Federal Acquisition Regulation is amended to extend PQC requirements across the federal contractor base.

The orders name algorithms standardized by the National Institute of Standards and Technology (NIST). NIST completed PQC standardization in 2024 and the federal information processing standards listed include ML-KEM (FIPS 203), ML-DSA (FIPS 204) and SLH-DSA (FIPS 205). Referencing NIST algorithms provides a compliance target for agencies and contractors.

Project Eleven chief executive Alex Pruden wrote that the orders will set clearer spending priorities and faster timelines for PQC work. He noted the orders set an explicit 2031 deadline to adopt PQC, compared with earlier federal guidance that had only implicitly pointed to deprecating classical cryptography by 2035.

Cryptography specialists say sufficiently powerful quantum computers running Shor’s algorithm can derive private keys from public addresses. Project Eleven’s analysis estimates about 6.9 million bitcoins tied to exposed public addresses could be at risk if signatures are not migrated to quantum-resistant schemes.

Several blockchain projects are researching post-quantum solutions. The Ethereum Foundation and the Solana Foundation are funding PQC work, and members of the Bitcoin community have proposed technical paths such as BIP-360 to add quantum-resistant address types. Some protocols are exploring approaches that differ from NIST standards.

The executive orders do not regulate blockchains directly; they focus on federal systems and the government supply chain. Procurement rules and standards used by the federal government often influence private-sector security efforts, and contractors will need to meet PQC criteria to remain eligible for federal work.

Implementation will require agencies to map high-value assets, identify migration paths and set compliance criteria. Vendors and protocol developers that seek federal customers will need to test interoperability with NIST-approved schemes. Blockchain developers must design migration strategies that move funds and addresses to quantum-resistant keys while preserving user privacy and usability.
